The annual conferences of the CPCA Standardization Work Committee and the Science and Technology Work Committee were successfully held in Yancheng, Jiangsu Province, on December 20, 2024. The event brought together numerous industry leaders, enterprise representatives, and experts to discuss development trends and technological innovations in the electronic circuit industry. The meeting was chaired by Gao Hui, Director of the CPCA Office. Wuxi Weiyi Stainless Steel Co., Ltd. was invited to participate and became a new member of the Standardization Committee.

Mr. Shan Jianbin, Vice Chairman of CPCA and Executive President of Dongshan Precision Manufacturing Co., Ltd., shared the company's seven-year investment experience in Yancheng. He highlighted Yancheng's excellent business environment, noting the high efficiency in handling project approval and environmental impact assessment procedures, the strong coordination in factory construction, and the active support received during the pandemic. The government-enterprise relationship is characterized by mutual commitment, with the government guiding and subsidizing enterprises for intelligent and digital transformation. The Yancheng Dongshan Precision Industrial Park has achieved revenues exceeding 10 billion yuan, and two companies within the park have been rated as municipal five-star industrial enterprises for multiple years. The industrial chain in Yancheng has become increasingly complete, attracting supporting projects and investments from companies such as Luxshare and BYD. Mr. Shan sincerely invited entrepreneurs to invest in Yancheng, wishing the event complete success and all entrepreneurs good health and prosperous careers.

Mr. Yang Zhicheng, Vice Chairman of CPCA, President of the Standardization Work Committee, and Chairman of Shennan Circuits Co., Ltd., in his address, began by representing the standardization committee to briefly summarize the work of the past year and sincerely thanked the industry experts and committee members for their diligent efforts. He mentioned that after 20 years of development, the CPCA group standard system now comprises 10 major categories with a total of 34 group standards, which complement national and industry standards and support industry certification. In 2024, the standardization committee actively promoted 19 standard projects, including new additions to national, industry, and group standards, and also conducted multiple standard training sessions, promotional activities, and group standard review meetings. Mr. Yang emphasized that the CPCA standardization committee will continue to expand the application scope and influence of group standards, and concluded by wishing the annual conference a complete success.

Mr. Qiao Shuxiao, Vice President of the CPCA Science and Technology Work Committee and Chief Engineer of Guangzhou Fastprint Circuit Technology Co., Ltd., began his address by expressing gratitude for the attendance and participation of the delegates. He emphasized that the CPCA Science and Technology Work Committee serves as a crucial platform for driving technological innovation among enterprises and enhancing industrial competitiveness, underscoring the significant importance of new technologies. In 2024, the committee successfully organized technical forums, which effectively promoted international exchange and strengthened talent development within the industry. Mr. Wang Hao, Deputy Director of the Yancheng National Hi-tech Zone Administrative Committee, first extended a warm welcome to the distinguished guests and entrepreneurs on behalf of the Hi-tech Zone, and sincerely thanked them for their strong support to the zone's development. He highlighted the remarkable achievements of Yancheng Hi-tech Zone as a national-level development area, particularly the vigorous growth in industries such as next-generation information technology, high-end equipment, and new energy, as well as its outstanding accomplishments in the electronic circuit industry . In her thematic report, Ms. Hong Fang, Secretary-General of the CPCA, focused on the current development status, future planning, and the revision of industry standard conditions for China's electronic circuit industry. She began by introducing the association's recent work, including its participation in the review of industry standard conditions and overseas inspection experiences. The report highlighted that the Ministry of Industry and Information Technology (MIIT) has entrusted the CPCA with researching the development direction and pathways for the printed circuit board industry during the "15th Five-Year Plan" period and drafting the industry's plan for this period. Concurrently, the Electronic Department of MIIT has commissioned relevant units to revise the "Printed Circuit Board Industry Standard Conditions" and the "Interim Measures for the Administration of Printed Circuit Board Industry Standard Announcements," aiming to strengthen industry management, promote industrial transformation, upgrading, and structural adjustment, and support sustained healthy development. Secretary-General Hong also shared statistics on enterprises across the industry that have met the "Printed Circuit Board Industry Standard Conditions," noting they are primarily concentrated in Guangdong Province (14 enterprises), Jiangsu Province (4 enterprises), and Hubei Province (3 enterprises). Their products are mainly multilayer boards and HDI boards, with 20 of them being comprehensive PCB Top 100 enterprises. Finally, she provided an overview of the circumstances related to the new exporter review and the interim review in the Indian anti-dumping case.

Mr. Zhu Hongwei, Director of the Investment Promotion Bureau of Yancheng National Hi-tech Zone, delivered a presentation titled "Investment Promotion for the Electronic Circuit Industry in Yancheng Hi-tech Zone." He elaborated that as Yancheng's only national-level hi-tech zone, Yancheng Hi-tech Zone is deeply focused on the integration of industry and technology and has garnered numerous national-level honors
. Its priority is the electronic circuit industry, forming a "3+3" industrial landscape: three emerging sectors—new-generation information technology, high-end equipment, and new energy—along with three future-oriented directions—third-generation semiconductors, advanced new materials, and artificial intelligence

In the electronic circuit sector, the Hi-tech Zone boasts significant advantages, with many renowned enterprises having established operations there and a complete industrial support system . Mr. Yu Xuesong, Vice President of Strategy and Public Relations at Shanghai Tianshu Zhixin Semiconductor Co., Ltd. (Tianshu Zhixin), delivered a themed presentation titled "AI Chip Development Overview and Packaging Substrate Exploration." Dr. Yu began by analyzing the global landscape of AI chips, computing power, the domestic market situation in China, and the ensuing requirements for the packaging substrate market. He subsequently pointed out that AI chips will be a key driver for the global semiconductor industry to reach the trillion-dollar scale, and that the heterogenization of AI chips will promote innovation in advanced packaging technologies and expand the packaging substrate market. Furthermore, new technological pathways such as glass substrates are expected to gradually gain traction in the market.

CPCA Standardization Work Committee Director Zhu Min delivered the "Work Report on the CPCA Standardization Work Committee for the Year 2024." Director Zhu summarized the achievements of 2024, which included the completion of 2 association standards and progress on 19 standard-related projects. He introduced two newly released important association standards, commended outstanding contributors, and welcomed 15 new committee members . The report also outlined plans for 2025, which involve promoting international standardization activities, participating in the drafting of national and industry standards, publishing and initiating new association standards, and conducting standard reviews .

CPCA Science and Technology Work Committee Deputy Director Zhu Beina delivered the "Work Report on the CPCA Science and Technology Work Committee for the Year 2024." She reported that in 2024, the committee was dedicated to building a think tank platform to promote technological progress in the industry. Throughout the year, it successfully organized 46 international PCB technology/information forums, inviting numerous keynote and technical speakers, collecting a large number of papers, and publishing a high-quality proceedings collection. It also held industry sub-forums, hot-topic seminars, and scientific and technological achievement appraisal meetings to facilitate the transformation of outcomes and corporate innovation. Initiatives like "CPCA LIVE" and the "CPCA Think Tank" provided enterprises with convenient online exchange channels and access to expert resources. Simultaneously, the committee emphasized talent cultivation by organizing specialized technical seminars/forums and vocational skills competitions, and advanced professional title evaluation work. Looking ahead to 2025, the committee plans to deepen the construction of academic platforms, host technology forums to promote the transformation of achievements, establish evaluation mechanisms to provide professional assessments, optimize the functions of its branches, and conduct industrial development research to drive high-quality development in the sector .

The meeting also featured a special certificate presentation ceremony for the new committee members. The new members took turns delivering remarks and introducing themselves, receiving their certificates from the presenting guests.
